Typical buyers/internal users: founders, product-development leaders, technical managers, quality managers, compliance managers, commercial leaders, importers, manufacturers, and teams responsible for an inherited or active product range. They may be bringing a first PPE product to market, launching a new family or variant, re-entering the market, managing an inherited range, facing a test-house or certification-body problem, responding to a customer/marketplace/distributor/authority question, or trying to maintain compliance without a full-time technical specialist.
What PPE Brands Should Actually Be Concerned About

- OPSS (Office for Product Safety and Standards) — UK government body for national product safety functions; runs the UK Product Recalls and Alerts site; coordinates activity, triages notifications, monitors risk, works with market surveillance authorities. Not a substitute for the product's own compliance responsibility.
- Local Trading Standards — local market surveillance/enforcement authorities, mainly consumer products including consumer PPE; can investigate, request information, sample, and use enforcement powers.
- HSE (Health and Safety Executive) — market surveillance authority for many workplace products; role depends on product/use context and can overlap with or differ from Trading Standards depending on consumer vs. workplace use.
- Marketplaces, retailers, distributors — can suspend listings, request evidence, stop supply, or require corrective action before any authority is involved. Commercial response can be immediate.
- Test houses and certification bodies — not enforcement authorities, but findings create immediate project/commercial consequences (failed test, unresolved question, scope limitation, nonconformity, certification delay). Product withdrawal, recall or modification programme, marketplace/retailer delisting, distributor suspension, certification delay or additional evidence requests, replacement testing, customer communication, refund/repair/replacement costs, reputational damage, increased scrutiny of the wider range, loss of launch timing, difficulty proving which variants are affected, legal/insurance/contractual exposure, or a public recall/safety report.
